But if you are interested in sporting, action, light indoor, wedding home or where flashlight is not acceptable or bandwidth on the street in the night then high ISO performance is significant.
Most DSLR's have 100-1600 ISO power. 100 is for lots of light and 1600 for less light. Although currently 3200, 6400, and even 12800 DSLR consumers with high ISO performance are using this because the camera has this power does not mean that it has performance in its ISO ratio.
Most cameras are capable of taking photographs in acceptable noise. Most ISO 1600 is capable of taking pictures of more noise, which is not possible for the ISO 400. Even in 12800 only 3200 are used.
